B1B54 Code - when powered, the Occupant Restraint Controller (ORC) sends a test current to the belt switches to verify the integrity of the switch and wiring. The use of the ORC connector adapter tool in the tests below provides a test point in place of the module. The ORC monitors the status of the seat belt switch circuits at power up and every 100 ms thereafter while the ignition is in on.
This DTC sets when the ORC detects the seat belt switch circuits have become shorted to ground for more than 3.0 seconds. This DTC transitions from to stored when the module sees a recovery from the shorted to ground condition for greater than five seconds.

Diagnose B1B54 Code
Step 1. Verify active DTC
Make sure the battery is fully charged. Turn the ignition on, with the scan tool read the ORC DTCs.
Does the scan tool display active B1B54 Passanger seat belt sensor circuit low DTC?
Yes, go to step 2.
No, peform the Airbag intermittent condition
Step 2. Check the Passanger seat belt switch signal circuit for a short to ground
Turn the ignition off, disconnect the 12-volt battery and wait two minutes before proceeding. Failure to follow these instructions may result inn possible serious or fatal injury. Disconnect the Passanger seat belt switch harness connector, disconnect the ORC harness connector. Check harness connectors-clean and repair as necessary, connect the SRS load tool adapter or the to the ORC harness connector. Measure the resistance of the Passanger seat belt switch signal circuit between the appropriate terminal of the SRS load tool adapter and ground.
Is the resistance below 10.0 Ohms?
Yes, repair or replace the Passanger seat belt switch signal circuit for a short to ground.
No, go to step 3.
Step 3. Check operation of the 1st row Passanger seat belt switch
Replace the Passanger seat belt switch. Disconnect the SRS load tool adapter. Reconnect the ORC harness connectors. Turn the ignition on, then reconnect the 12-volt battery and wait two minutes before proceeding. Failure to follow these instructions may result in serious or fatal injury. With the scan tool, read all active ORC DTCs.
